XIII Congresso Nacional do Ministério Público de Contas debate o papel dos órgãos de controle externo no combate à corrupção e na efetivação das políticas públicas

Promovido pela Associação Nacional do Ministério Público de Contas, AMPCON, o Congresso Nacional do Ministério Público, em sua 13a edição, debaterá o papel dos órgãos de controle externo no combate à corrupção e na efetivação das políticas públicas no Brasil.

Segundo Diogo Roberto Ringenberg, Presidente da AMPCON, “Vivenciamos um momento ímpar na nossa história, onde todos os cidadãos passam a despertar para o exercício de seu papel constitucional na condução de políticas públicas. É dever de toda a sociedade discutir e procurar soluções práticas de modo a se cumprir aquilo que determina a nossa Constituição.” 


Essa concepção norteará as discussões durante o Congresso, destacando-se o papel dos órgãos de controlo externo para estimular e favorecer o exercício da cidadania e sua relação com a administração pública e o sistema de controle.

World Government Summit: Call for Innovations – Deadline: August 28

Today, the OECD Observatory of Public Sector Innovation (OPSI) is excited to announce a new partnership with the Mohammed Bin Rashid Centre for Government Innovation for the World Government Summit to conduct a review of the ways central governments are transforming their operations and improving the lives of their people. The World Government Summit is the largest annual gathering in the world focused on shaping the future of governments through innovative practices. This February, U.S. President Barack Obama and UAE Vice President and Prime Minister His Highness Mohammed bin Rashid Al Maktoum kicked off the 2016 Summit, with a keynote speech given by OECD Secretary-General Angel Gurría. The event brought together thousands of government officials, thinkers, policy makers, and industry experts from over 100 countries to discuss ways to harness innovation and technology to solve challenges facing humanity.

Innovators can submit innovative practices on the OPSI submission form
The economic and social challenges governments face require new approaches to overcome the most pressing societal problems in a fast-changing environment. Since 2012, OPSI has engaged with countries around the world to collect and analyse examples and shared experiences of public sector innovation to provide practical advice on how to make innovations work, and to serve as a global forum for the exchange of innovative ideas. OPSI provides a place for sharing, discussing, and co-creating solutions that work.
To help drive the agenda for the 2017 World Government Summit to be held February 12-14, 2017; OPSI and the World Government Summit are collecting examples of government innovations that are at the “edge” of current practice: initiatives that have received little or no global coverage to date but point to new ways of designing and implementing policies or running the machinery of government. Such innovations may include:
  • leveraging creative digital tools to better engage and co-create policies and services with residents;
  • innovative/alternative financing  and procurement tools that allow governments to tap into new sources of funding and deliver better results;
  • implementing approaches which empower and engage the workforce, promote learning and ultimately foster innovation-oriented cultures and capabilities in public sector organisations;
  • new mechanisms to help governments effectively tackle transnational issues (from international transportation networks, to transnational banking for migration remittances, to climate change and environmental hazards);
  • experimental approaches to policymaking that allow for better risk management and learning by doing;
  • applying design thinking and ethnographic approaches to develop solutions that producesystemic change;
  • using behavioural approaches for innovative problem solving or forging new partnerships to break down barriers within and across government, civil society, and industry; and
  • harnessing data—such as data from citizen science, satellites, and the internet of things—and  combining it with citizens’ context-rich insights to deliver new perspectives on policy issues, promote anticipatory governance approaches, and enable real-time sensemaking; and opening data to fuel innovation inside and outside government.
The missions of the OECD and World Government Summit are to promote better policies for better lives and shape the future of government worldwide. To further these missions, we invite you to send us examples of public innovation that have made significant improvements to people’s lives.
Examples of innovations can be submitted by through OPSI’s online submission platform. The OECD and World Government Summit will develop truly transformational innovations into case studies and will profile them in a published report. In particular, we’ll be looking for innovations that are novel, have been implemented in some way, are from different parts of the world (including OECD members and non-members), have made an impact, and have not been globally showcased before. The World Government Summit will fully sponsor the makers and leaders of these innovations to attend the 2017 Summit and inspire creativity in working toward our common goals. Open Government Partnership Summit 2016, que será em Paris, em Dezembro, recebe submissão de propostas até 20 de Julho

Launched in 2011, the Open Government Partnership (OGP) is a multilateral initiative which currently brings together 69 member states, NGOs and representatives from civil society in a collegial governance.

At the global level, OGP is committed to promoting the principles of open and transparent government through civic consultation and participation, reinforcing public integrity and the fight against corruption, and increasing access to new technologies to foster democracy, promote innovation and stimulate progress. Since the OGP’s creation, participating countries have made over 2,000 commitments to make their governments more open and accountable.

As a forum for sharing best practices, OGP provides a unique platform that brings together, stimulates and expands the community of state reformers worldwide.

France will serve as Lead Chair on the OGP steering committee from October 2016 with Manish Bapna, Executive Vice President and Managing Director of the World Resources Institute. As such, France will host the OGP Global Summit at the end of the year.Representatives from governments, academia, civil society and international organizations will gather to share their experiences and best practices and push forward the open government global agenda in light of the great challenges of the modern world. Jean-Vincent Placé, Minister of State for State Reform and Simplification, is the French government representative to the OGP.

The OGP Global Summit 2016 will take place in Paris, France on December 7, 8 and 9. The agenda for the Global Summit will be based on an open call for proposals from the entire open government community. The final agenda will be announced in September.
